missing something

2000 Honda Civic with no fire?

Just bought this car after it sitting for 4-6 months. Previous owner said it always started and ran fine, she parked it because it got hot after a bit. I let the battery charge all the way, and put fresh gas in it. I turn the key to ON, and I can hear the fuel pump prime. I turn the key to start it and the engine turns over, but never fires up. So I pulled a plug wire and put a spare plug on it and sat within arc-ing distance of the engine. While turning over, there's no arc. I tried two wires, and neither had spark. I believe the fuses are good (I checked the one that said Ignition Coil). I took the distributor cap off, and while the engine's turning, the rotor button is turning as well. It isn't corroded. Matter of fact, the cap and button look brand new. Am I missing something? I really want this car to run! Thanks for your help in advance.

Why won’t my Tecumseh 11HP snowblower engine start? Should I rebuild the carb?

Bought it last year. Had some stale gas near the end of the year, but I drained and put in fresh and it ran fine for a couple more storms. I changed the oil, drained the gas, and put it away for summer.

Now first try of the year it won't fire. Cub Cadet SWE528 with Tecumseh OH318SA engine.

I fear it's a carburetor issue. There is a twist, it looks like a mouse family made a nest up under the cover. I'm worried they may have chewed through something.

Things I know so far:
There is spark. The engine will run if I keep giving it starter fluid(I know, bad stuff).
There is no fuel shutoff valve on this particular engine and the gas cap has no effect.
Fuel flow is good up to the carb.
No fuel seems to make it into the carb though.
Primer is not spraying any gas. It does, however, have good pressure at the hose end at the carb. This has me really confused. Doesn't it take the gas from further upstream?

So is it a stuck float valve, or am I missing something?
